Follow the Contract!
In Summer Quarter 2025, Dr. Kim Chapman and Dr. Amit Singh unilaterally decided to withhold 25% of the salary from our nursing faculty. They also indicated their intent to withhold state-allocated high demand salary enhancements from all eligible faculty in Fall Quarter. These decisions were made without contacting the affected faculty or the union, in violation of the contract and state law. If the Edmonds College administration can do this to our Nursing faculty and the faculty who are granted high demand salary increases by the state, they can do this to any of us. The union is standing with our faculty and demanding that Dr. Chapman and Dr. Singh follow the contract.
Pay Our Nurses! Hands Off High Demand!
The Collective Bargaining Agreement that was signed by both the union and Dr. Chapman and Dr. Singh includes a provision for a 25% salary increase for eligible Nursing faculty. The union and the college administration also signed a memorandum of understanding (MOU) on April 25, 2025 that governs the distribution of high demand salary increases to eligible faculty as established by the Workforce Education Investment Act (HB 2158). These salary enhancements are funded by the state, not with college funds. This means that Edmonds College has received money from the state to pay for these salary increases, and Dr. Singh has unilaterally decided to keep that money.
Union Actions
The union has filed a grievance against the Edmonds College administration regarding this issue. Here are some of the remedies we are demanding:
- Immediate retroactive payment of the Summer 2025 Nursing salary increases.
- Written assurance that the High Demand salary increases will be paid to eligible faculty at the end of Fall Quarter 2025.
- A formal commitment from the administration to maintain the status quo regarding these salary increases during bargaining.
The union has also contacted Representative Cindy Ryu from the 32nd legislative district, which contains Edmonds College, to alert her to this issue.

Here’s what you can do to help.
- Ask Dr. Singh (amit.singh@edmonds.edu) and Dr. Chapman (kim.chapman@edmonds.edu) why they refuse to pay the full salary of these faculty.
- Contact your state representatives and tell them that Edmonds College is violating state law and ask them to contact Dr. Singh on our behalf.
- Join the union! Active members make the union stronger.
