Dear Colleagues,

An incident was reported on Saturday morning involving a student who was detained by ICE agents. Based on the information available to us, it appears that a few agents were waiting in the parking lot near the Snoqualmie Building and detained and took the student into custody shortly after he arrived on campus.
Unfortunately, there was little that could have been done to prevent this action under the circumstances. However, the person who witnessed the incident responded appropriately by immediately notifying our Security Officer, who then followed established reporting protocols and informed his supervisor.

As a reminder, I am sharing again the email and college guidance that I previously distributed regarding interactions with federal immigration authorities. These protocols apply in situations where ICE agents seek assistance from employees on campus or attempt to access private areas within college facilities. In this particular case, the incident occurred in a public parking lot. Because parking lots are public spaces, the college cannot restrict individuals from being present there unless they are violating applicable laws or college policies.

Based on the information we currently have, we believe this was likely an isolated incident, although we cannot say so with complete certainty. We chose not to communicate sooner because we wanted to gather additional facts following the weekend and avoid creating unnecessary confusion or concern based on incomplete information.

The safety and well-being of our students and employees remain our highest priorities. At the same time, as noted in my previous communication, the college cannot obstruct federal agents from carrying out their official business. We will continue to monitor the situation closely and provide updates should additional information become available. We also need to keep the FERPA policy in mind.

Thank you.

Dear Colleagues,

As the federal administration continues to issue Executive Orders, there is a lot we don’t have clarity on yet, and I understand the changes are causing concerns for many.

I assure you, my leadership team and I are following developments from Washington, D.C. very closely and will continue to provide you with updates rooted in facts, and as we learn from our Attorney General’s office and state board.

To supplement the policy and procedure I shared with you earlier, I wanted to provide step-by-step instructions for what actions to take if an immigration agent comes to your classroom, office, or front desk.

Time of Interaction

If No Answer, Second Contact

Per our policy, immigration agents are to be directed to a college official who will ensure they have the required documents and authorization. That college official is the President. In my absence, it’s the Vice President for Human Resources, Suzanne Moreau. In her absence, it’s whomever is my Administrator in Charge.

However, during business hours, you do not have to do anything other than reach out to the President’s Office via the phone number above, and if you cannot reach someone at that line, call security. After hours, call security first. Security’s role is to find the President or appropriate designee, as per our policy.

Immigration agents should be met with the same courtesy we extend any guest on campus. We cannot obstruct them from conducting their official business, but as per our policy, the President or their designee have the responsibility to verify their credentials and authorization first. Also, as per the state policy, we are not supposed to assist them or provide any resources to carry out their duties.

Here is a script you may use when talking with an immigration agent:

During regular business hours (8am-5pm): “Our college policy requires that I direct you to the President’s Office. I will call his office now to make sure there is someone there to assist you.”
If no one picks up the line: “Thank you for your patience. I will reach out to our Security office to ask them to reach the appropriate person, as per our policy, for you to speak with.”

After hours: “Our college policy requires that I direct you to the President’s Office. Because it’s after hours, I will ask our security office to reach him or his designee for you.”

I will be in touch as soon as I know more.
